Under speed on plane or just putting around? I find the steering sensitivity on the element to be very trim related. If you hit the right trim it turns easily at speed. If you are off by a bit, the steering gets noticeably harder. It's a fine line between easy steering and prop cavitation.
When just putting around...yeah...it takes a little muscle but I knew it didn't have power steering when I bought it.

My element xl only 2 years old and steering cable and throttle cable had to be replaced--$1200 (Bayliner wouldn't cover under my extended warranty Gold - 115HP). My trim kept acting up, finally removed the delimiter and working fine. My last boat lasted 20 years with few issues, this one not so good.
