A lot of factors are involved here: number of blades, shape of blades, diameter, pitch, cup, aluminum, stainless, bronze -so there will be many variations that will affect WOT.

In general terms: the bigger the prop (either diameter, pitch, or cup) the lower the WOT rpm. The smaller the prop (either diameter, pitch, or no cup) the higher the WOT rpm.

Assuming your existing prop is correctly matched to your boat configuration, then if the spare 19" diameter prop has the same or lesser pitch than the existing prop, then the spare prop should result in an increase in WOT rpm. If the spare prop has a greater pitch than the existing prop, then you might not notice any change in WOT rpm or maybe even a decrease in WOT rpm.
