1994 steering actuator

Need dome help… 1994 bayliner 2556. The control valve moved freely and I can get the hydraulic ram to move, but for some reson the cables arent activating the valve. Any ideas? Cables are new, everything is free, hydraulic ram works when i moge control valve by hand, but cant get it to work with the cables.. please neef some advice

Being a 1994 I’m assuming the boat is powered by Mercruiser which uses a power steering assist cylinder that is not directly connected to the steering cable. Both the steer cable and assist unit are connected to the steering arm of the transom assembly. Can you post some pictures of this area?
