Bayliner 185 with 135 horsepower motor will not go over 2800 rpm-gctid823551

I recently had my motor rebuilt with a new block as the old one cracked. Now the motor will not go over 2800 rpm. The motor is very sluggish. Does anyone have an idea, of what could be the problem?

Definitely take it back to engine rebuilder in my opinion....

check compression, cam timing, ignition timing to start with.

I would definitely take it back. I had a motor rebuild and ended up using a lower pitch prop to build rpm faster and get boat up on plane more easily.
