I have ran it without the air filter and carb is verry clean. I pulled the distributor out to check and put it back in and I think it was 180┬░ out so I switched my spark plug wires and tried the store then I decided to change it back and correct the spark plug wires ..... and still no start.

I would suggest getting back to square 1 first...
Put nr 1 cylinder at TDC...take cap off distributor and make sure rotor is pointing to nr 1 plug wire...
While cap is off, inspect contacts...clean...? not pitted...? Look for cracks in the cap that could cause cross-fire...check the rotor for clean and not pitted contact...
Check voltage to coil hot side...
Put timing light on nr 1 wire and make sure it fires at the right time...use the light to make sure all wires are firing correctly
Change the plugs if you haven't already...
Clean carb guts...making sure gas flows freely into bowl...
Do you have new gas/good gas in your tank...? Bypass the tank and feed carb with new gas directly with a syphon hose connected to carb fuel inlet...after you've done everything else...
Compression seems low...did you have all plugs out when checking compression...? Good strong battery...? (sorry, basic question)
Make sure your plug wires are back the way they belong...without a flame arrestor cover you could fire a plug during intake and you'll get a backfire...not a good thing even though you're surrounded by water...
