I turned off my charger and measured voltage of my new start battery, and it is 11.8. Turned the charger back on and it is 13.5. So I don't think my charger is defunct.
Is it possible for a brand new interstate battery from Costco to be defective?

Unless you have something draining your battery, yes a new battery can die on you. Last year my slip neighbor had engine starting problems so he went with the easy one...a new battery but that didn't work so he continued on thru the night chasing his problem down. Late at night he found out it was his new battery. Disconnect if you can and if possible try a different charger.
Then take it back.
