Recently bought a Conquest 32 think it's got 280 legs tilt doesn't work hear motor turning but legs don't move. Looking for advice on what could be the cause, downloaded the manual but can't see the diagrams too well on my phone. They are currently down so it's usable for now but would like to get this issue resolved.

79s are more than likely 280s. 290s would have a digital square trim gauge in your gauge cluster and a toggle/trailer button control on the dash. 280s would have tilt-only with little red LED lights, one per drive.
You have a problem with the lift motor, not the trim motor. Google Volvo Penta lift mechanism, 280 drive.
The standard 280 drive is equipped with an electrical/mechanical "lift out" device only.
If this is what you have, you know doubt have a broken clutch component!

on my 2850 I did remove while in the water. Pretty hairy as you need a calm day with calm water so it doesn't allow water in the tilt hole. Doable? yes, would I do it again? yes.
