99% sure it's the pickup, it's a mechanical gauge and water pressure is the only way to measure speed. There is a pinhole in the leading edge of the gearcase that can and usually does get clogged with debris, pinning water pressure (and thus the gauge) in the tube.
Get an appropriately sized drill bit, and by hand, dig out this pinhole. It will likely go in about 3 - 4 inches or so.
I hit a stick with my B3 drive and the speedometer immediately stopped working. Boat out of the water and I tried probing the inlet to remove the wood splinter but no luck. Probably three seasons later, voila! speedo starts working normally again.
So my guess is that it is just debris in the pickup line and you either have to get it out of there or just wait like I did.

I suggest removing tube from back of speedo and see if there is water in the tube or signs thereof. The tube should never have water in it except maybe down at the pickup.
The speedo tube uses air pressure caused by water pressure, so in theory, as soon as you put it in the water, the tube should have a little air pressure that prevents water from reaching gauge.
If you get water in the tube up to the gauge, it may not be able to drain back out causing the gauge to read constant.
And water up to the gauge means you have an air leak in the tube.

This^. It happened to my B3's and Alpha's several times when boating on a debris-filled river. I couldn't believe that wood could get wedged in that pitot hole tight enough to seal in the pressure, but it did. Disconnecting the plastic connector midway on the leg will relieve the pressure and let the speedo go to zero, but it might be best to start with the drill bit while there is still pressure in there......
(PS: It's not a warranty issue and your dealer will (should) charge you if you ask him to fix it, unless it's a speedo failure, which is highly doubtful)
