can I put the tank back in and foam around the tank in my 2355 ciera or should I fiberglass the tank in as it was when I removed it?

At the risk of sounding mis-informed, what exactly are you fiberglassing in?
Fuel tanks are designed to fit into an individual space which is designed with the tank in mind. Most just drop in, hook up, and good to go.

regular gas tanks of any material will expand and contract with temperature. Glassing them in is as bad as foaming them in as they will be held in place.
The tanks I have seen so far were always held with either rubber bands or some textile stuff
