I dont know where you live or where you stored your boat but if it was cold you might have froze your drive. also do you boat in salt or fresh water. do you have a remote lube tank and was it empty. also what volume did you drain and was there any oil at all. answer a few of these questions and i am sure we can help. you may want to consult with a mechanic as well

Pat. Unless you are extremely lucky, your drive will be toast. With that much water in there, you'll at least be looking at new bearings, seals, etc. I'm surprised that the loss of lubricant didn't trigger your reservoir alarm. I'm betting that you forgot either the O ring between the upper and lower leg, or the washer in the drain plug, although I doubt that this would allow all of your lubricant to escape. Have you ever contacted a deadhead, etc.? If so, you may have bent your prop shaft and subsequently taken out the rear shaft seal. That will loose a lot of lube in a hurry.

It was pure water? Or was the lube milky? Do you have the reservoir in your engine bay/bilge area?

More than likley the drive is toast. You could flush it with lube and test in on muffs going in and out of gear. If you do manage to save the drive you will need to flush it our a few times to get all the water out and also determine how the water got in there in the first place.

You can purchase a complete new unit from SEI. http://www.sterndrive.cc/ 3 year warranty.

If it was me, I would replace it.

If you lubricated your drive with water, it is toast.

My recommendation to you would be to deliver it to a shop for evaluation and see what they say. It probably will not be worth repairing, but there is always the chance that only something minor is wrong which can be corrected.

Instead of repairing major issues, it will probably be cheaper in the long run to purchase a new drive from SEI and be done with it.

People forget to put the O ring in the oil channel between the upper and lower part of the drive.
