1990 17 foot bayliner only goes about 23 mph with two adults on board is this not a little slow was told shold go about 35mph

what motor, prop etc are on it? Are you reaching your max RPM at WOT? I/O, outboard? I would expect to see 30ish mph depending on your setup.

The 50HP Force outboard is way under-powered for 17' boat. I used to own 15' ski boat with 90 HP Force, and it was adequate but nowhere near satisfactory. Also back in a day "Force" brand was used as an entry level outboards for "budget conscious" boaters. These outboards have very basic 2 cycle design that hasn't changed since 60s. From what I know "Force" HP rating is on a crankshaft, not at the prop. My old 90HP force had less power than modern 60HP outboard in terms of torque.
