I don't use the genny much, but when I started it this weekend I discovered a couple of issues... 1) if I hold the preheat and try and start it, it won't turn over. When I release the preheat switch it starts right up. 2) when it gets up and running it only puts out 50 volts... any thoughts?

Could be anything with the voltsage problem.
The FIRST step is to verify that the engine is actually running at the correct RPM. To do this check the frequency of the AC out. It needs to be 60hz +- 3 hz. If its not, fix that first.
After that, you need to look into the voltage regulation circuit. this will include the voltage regulator, rotating rectifiers, excitor stator for a electronically regulated unit, transformer and bridge rectifier, replace the voltage regulator in a transformer regulated generator. There will be specific ohm and voltmeter checks listed in your repair manual.

re the voltage issue, I had the same thing happen. It turned out to be a rectifier in the control box. It is the small square block with four wires connected to it. If you know how to test that it may be the answer.
