1998 4788 w/cummins 370 -hurth trans . Packing glands have the water hoses that supply water from the raw water system.The Bayliner book says that shafts should drip to properly lubricate ..BUT WHY since we have the water supplied by pump directly to the packing????

The hose supplies cooling water to the aft section of the stuffing box, not forward where the packing is. The drip is to lubricate the packing, taking water flow forward past the packing to the packing nut.

You should also make sure you have water flow through the hose. I am not sure on a 45 but if you have an elbow in the water supply hose to the risers and the hose hooks to that make sure it is cleaned out. Those have a tendency to rust closed and cut off the water supply. If the risers are stainless after market then the hose hooks to the riser and the fitting were the water comes in so you should be OK.
