Cleaning metal stand for table inside cabin

    Hi all,
We have been making improvements to our 1997 Bayliner 2355 Ciera.
We have removed the carpets inside the cabin as are having a soft cell teak style flooring placed down. When we lifted the carpet we’ve rediscovered the metal stand that holds the table and would like to reuse this. The flooring will have to go round the stand (picture attached) but it is in a sorry stats from years of glue and dirt caused by the carpet, it also seems to have metal ridges. Does anyone have recommendations on how to firstly clean the plate and secondly a cover to make it a smooth finish rather than the ridges
    Thanks
