oil comming out of dip stick-gctid810811

I have cummins330 in 4087 I was told that I have too much crankcase pressure. I PUT IN A NEW BREATHER cap which comes with a hose coming off it. part 3944961

When running gave an oily smell. should this pipe be connected ? Or any other suggestions?
