Fixing up a 1983 24' Bayliner Ciera Command Bridge I just bought from a friend. I've attached two pics of the lower hull. Is the white stuff gel coat or old paint? Should I just sand it before putting on new bottom paint? Any info would be most appreciated. I look forward to asking you guys millions of question...prepare yourself! Thanks!
See if anyone in your area does Dustless Vapor Blasting. It will remove the paint but not hurt the underlying gelcoat.

+1 red is the bottom paint. FYI it's extremely hazardous. Make sure you protect yourself if you decide to remove it yourself. Here's a good article on it.
