Good day i have just purchased a 1983 3870 and canot find any place to find a owners manual

and wireing diagram, any help on where i would look would be great, thank you

Did you try the Bayliner owners support link on their website? I have emailed them several times with great response.

Try the "Sticky" at the top of the motor yatch section, lots of good stuff there. Bayliner does not have the 3870 specific manual, or that's what they told me when I requested one.
