Fuel pump?-gctid821001

Hey guys I'm new to owning a boat. I know a lot about cars and some the outboard boats but most is all relatively new. I just bought a 1984 19' project with a Volvo penta AQ125a in it. I'm getting the engine running right now but had a few questions about something because I don't know much about it weather it's a water pump or what, why is has a valve on it and what's it's function for the boat.

Looks like external transom mount bait tank system, less the tank.

Could also be a washdown pump. You attach your hose to the transom fitting.
