started taking on water. at the time used the bilge pump and got the leak fixed. engine and back portion of boat had a few inches of water. now the bilge pump and the fuel sender isn't working so i took apart the wiring that got submerged and the copper is black and green and white. is the wiring toast?

The wire was toast before you took on water. Copper turns green and black from corrosion, and that doesn't happen overnight.

Strip it back until you see clean copper. Splice new wire in if necessary

When splicing try to get some CSA approved wire it's tin plated and really good in harsh environment.
We use it in all our machines which we export all over the world
