I have a 1991 Bayliner Trophy that has developed a problem with the steering any suggestion as to how I can fix this problem

In many cases it is the steering cable that needs to be lubricated. There have been a few threads on here about the procedure, if I find them I will post.
Have you disconnected it, and verified if it is the cable or the pivot on the drive/leg?

+1 canoel. Had mine replaced last year as it had started to seize inside the sleeve, now I can turn the wheel with one finger!
